Mobile broadband; Driver and Enabler in Iran’s national development plan

This article seeks to provide clear insights regarding ICT driving and enabling capabilities and dig into core elements of it. Facts and figures, alongside the strategies adopted by different countries in the world are scrutinized. Mobile broadband is found to be the main driver of national development. Finally, based on Iran’s status quo and the studies in broadband, policies and practical solutions are suggested. Basis for strategic planning and initiatives are also recommended. Providing proper spectrum, Sharing spectrum/ infrastructure, Obligatory coverage, Industry structure, and License/ spectrum pricing were found to be the most decision points for governments.
